*Spoilers to Answers*

The answers to 004 and 010 are both bad.
For 004 there are not 20 9s, between 1 to 100, there are 11. I'm assuming this is a careless mistake.
As for 010, while it may look fancy to write:
888 + 88 + 8 + 8 + 8, it's effectively no different from adding 8 to itself 125 times, which is still addition.

Some of these riddles are good, but some of these are just plain awful.

Nope, there are 20 9s:
9, 19, 29, 39, 49, 59, 69, 79, 89, 90, 91, 92, 93, 94, 95, 96, 97, 98, 99 (two 9s).

The riddle was to use 8 eights by addition to get the sum of 1000
